Old Lyme Board of Selectmen
Regular Meeting Monday, January 5, 2004
Approval of Minutes:
Selectman Sibley made a motion to approve the minutes of December 15, 2003 as written.  Selectwoman Reemsnyder seconded the motion.  SO VOTED.
Communications:
Letter to District #18 – Roche Property
The Board received a letter from Atty. Tom McGarry inquiring as to whether the town would abandon an unusable portion of Ben Franklin Road near Johnnycake Road and Meetinghouse Lane.  Town Atty. Marylin Clarke will determine the required steps to accomplish this.
Tree Commission Request for Two Alternates
Tree Commission Chairman Joann DiCamillo wrote a letter to the Board requesting an ordinance change to provide two alternate members.  This matter has been referred to Atty. Marylin Clarke.
Appointments:  Prepare for January 19 Appointments
Information has been received from all the people currently on Boards and Commissions.  Most of the incumbents wish to continue serving.  Suggestions for filling open positions have not been received from the two Town Committee Chairmen.  First Selectman Griswold stated he would prepare a sheet for the next meeting of the Board of Selectmen that will list the Boards and Commissions, the terms, the incumbents and the recommended people to fill vacancies.
Old Business:
Town Woods Park – Building Update
The Town Woods Committee held a meeting to review the recommendation to engage an architect builder team.  The committee listened to a presentation by an architect.  There will be another meeting in two weeks to look at a more formalized version of the drawing.  This information will not be available for the Town Meeting.  At a meeting on Saturday, January 10, the costs remaining in the current project will be refined to calculate more accurately what money will be left over.  There will be a meeting the following week with the design team to quantify the costs of the improvements.
Creation of Inland Wetlands Commission – Steps Required
Atty. Marylin Clarke will be working on an ordinance creating a separation of the Conservation Commission and Inland Wetlands.  It may require two separate ordinances.  The members of the Conservation Commission are doing the inland wetlands regulatory work and they will become the members of the Inland Wetlands Commission.  New members, plus some overlap members, will be appointed to the new Conservation Commission.  It is hoped the ordinance(s) will be represented at the Town Meeting.
Town Hall – District #18 Utilities Connection – Update
The Board reported at the last meeting there is interest in hooking up the water and septic lines between the town hall and the school.  Steve McDonald, District #18 engineer, sent a proposal to the Board explaining a conceptual plan to bring the water pipes from between Middle School out to the street.  There will be two water pipes – one for domestic water and the other for fire suppressant.  There will also be a septic connection from the town hall to the school.  The proposal stated it would not exceed $5,000 to evaluate this information.  The State must also agree to the plan.  First Selectman Griswold responded to the proposal by agreeing to proceed but to be mindful of the scope to minimize the cost.
Sound View Design District – Meeting on January 6, 2004
An SVDD meeting will be held on Tuesday, January 7, 2004 at 7:30 P.M.  Selectman Sibley confirmed that Linda Krause of CRERPA will attend.  Selectman Sibley anticipates one or two meetings before the Board of Selectmen can submit the proposed regulation change to Zoning.
Information Technology Committee – Update
Selectwoman Reemsnyder stated that Ted Crosby and Charlie Delinks will be visiting a town using the GIS system to see how it is operating for that town.  District #18 is trying to arrange for presentations of systems they are interested in and will advise Selectwoman Reemsnyder when the presentations take place so she, First Selectman Griswold and others may attend.
New Business:
Rep. Giuliano - $350,000 Neighborhood Facilities Grant for Sound View Community Center
Rep. Marilyn Giuliano informed the Board that the Sound View Beach Association was awarded a $350,000 grant for the Sound View Community Center.  First Selectman Griswold believes the grant is between the State of Connecticut and the Sound View Association.  He would like to know how the Association will be able to pay for work done between now and when the grant funding is available, estimated to be about two months from now.
Village Estates – Possible Town Acceptance of Road
A five-lot sub-division called Village Estates is being submitted to the Land Use Department.  The Developer wants the town to take over the road to be built there.  The Planning Commission has been working with the engineer, Tom Metcalf, to review the documents.  The land has ledge and it slopes toward Rte. 156 which requires a sophisticated drainage system.  The State indicated the cost to install and maintain the drainage improvements required along Rte. 156 will be the responsibility of the
developer or town (if it were accepted as a town road).  Also, there is a plan that Enterprise Drive (off Hatchett’s Hill) be accepted as a town road.
c.  Removal of 18 Avon Avenue from Tax Roll Due to Tax Sale
The town had a tax sale on the property at 18 Avon Avenue (off Roger’s Lake Trail).  There were no bidders on the 50’ x 100’ parcel making the town the owner.  The property incurred a legal cost of $1,100 that will be paid for by the town.  Selectwoman Reemsnyder made a motion to remove 18 Avon Avenue from the tax rolls and direct the Tax Collector to stop charging taxes on it.  Selectman Sibley seconded the motion.         SO VOTED.

Selectman Sibley stated he would like to pursue the scheduling of a Freedom of Information seminar after the appointments are made.  The Board agreed

Selectman Sibley made a motion to adjourn the meeting at 8:12 P.M.  Selectwoman Reemsnyder seconded the motion.  SO VOTED.
